Add so-postgres host management scripts

- so-postgres-manage: wraps docker exec for psql operations
  (sql, sqlfile, shell, dblist, userlist)
- so-postgres-start/stop/restart: standard container lifecycle
- Scripts installed to /usr/sbin via file.recurse in config.sls
