Shirofune-Security 8799bffbea docs: machine-translate WELA docs into 13 more languages

Add machine-translated content for Traditional Chinese (zh-TW), Korean, German,
Turkish, French, Spanish, Brazilian Portuguese (pt-BR), Ukrainian, Hindi,
Indonesian, Burmese, Thai and Arabic. Japanese keeps its official translation.
Only prose is translated; code, commands, paths, links and anchors preserved.
Translated navigation labels added to mkdocs.yml for every language.

Builds clean with mkdocs --strict (15 languages).

WELA ၏ နောက်ဆုံးထွက် တည်ငြိမ်သော ဗားရှင်းကို Releases စာမျက်နှာမှ ဒေါင်းလုဒ်ဆွဲပါ။

WELA ကို လုပ်ဆောင်ခြင်း

release zip file ကို unzip ဖြည်ပါ။
Administrator အခွင့်အရေးများ ဖြင့် PowerShell ကို ဖွင့်ပါ။
WELA ကို လုပ်ဆောင်ပြီး help အသုံးပြုနည်းကို ကြည့်ရန် ./WELA.ps1 help ဟု ရိုက်ထည့်ပါ။
